Subpart A – OFFICERS
Bylaw 403. RESPONSIBILITIES OF OFFICERS
Section 1 Executive Board Members
1. The President will preside at all ASSEMBLY and BOARD meetings, and generally be responsible for conducting the affairs of the ASUSC. The President shall:
a. Be the Chief Executive Officer of the Association and Chairman of the Board of Directors.
b. Preside at all meetings of the members and the Board of Directors.
c. Be familiar with the articles of incorporation, bylaws, rules and procedures of the Association, the state governing association, US Youth Soccer and the USSF.
d. Sign all bonds, deeds, mortgages, leases and contracts of the Association or delegate an appropriate individual to do so.
e. Establish Committees and appoint chairmen in order to administer and manage programs of the Association. No later than 30 days following the appointment, Committee Chairs shall submit in writing the names, address, phone numbers and club affiliation of proposed committee members. The President shall have the right to remove committee chairs and members at any time at his/her sole discretion.
f. Serve as the general representative of the Association in all matters.
g. Be an ex-officio member of all committees of the Association.
h. The President will have the right to vote in case of ties. Shall perform other responsibilities assigned by the Board of Directors.
2. The Executive Vice President of ASUSC shall assist the President in all business of the ASUSC, become acting President during any temporary absence of the President, and succeed to the presidency if that office becomes vacant midterm for any reason. The responsibilities of the Executive Vice President shall include, but not be limited to, the following:
a. Assume the responsibilities of the President when the President is absent, cannot act, or refuses to act.
b. Oversee the Disciplinary and Rules Committee and the Special Project and Functions Committee, which will include pictures, special events and tournaments.
c. Perform other responsibilities assigned by the Board of Directors of the President.
3. Registrar responsibilities shall include, but not be limited to, the following:
a. Properly register all players, coaches, and teams with the appropriate club, state, and national organizations.
b. Assist the Treasurer with the collection of fees.
c. Prepare a club registration form which will provide parental approval and provide information regarding ASUSC
d. Keep all registration records including a master file of birth certificates
e. Perform other responsibilities assigned by the Board of Directors of the President.
4. Treasurer responsibilities shall include, but not be limited to, the following:
a. Oversee all financial records and accounts of the Association.
b. Oversee monthly financial statements using accepted accounting methods.
c. Prepare an annual statement for the previous fiscal year prior to the annual general meeting of the Association.
d. Assist the Board of Directors in establishing a proposed budget.
e. Account for all monies of the Association that shall be deposited in recognized FDIC insured financial institutions.
f. Be responsible for maintaining the tax-exempt status of the Association.
g. Be responsible for filing all tax returns required of the Association.
h. Be responsible to collect dues, fines, and income sources of any source.
i. Submit a monthly report of finances at ASSEMBLY meetings.
j. Pay all bills properly passed and approved by the Board of Directors of the President.
k. Perform other responsibilities assigned by the Board of Directors of the President.
5. Secretary responsibilities shall include, but not be limited to, the following:
a. Keep accurate minutes of all meetings of the members of the Association and the Board of Directors.
b. Keep the Associations principal or registered office a record of the names and address of its voting members.
c. Give notice of meetings of the members of the Association.
d. Be the custodian of the records and of the Association.
e. Record meeting attendance and fines.
f. Maintain a list of all member organizations and their representatives.
g. Prepare the annual report
h. Perform all duties commonly incident to the office of the Secretary and such other duties as may from time to time be assigned to the Secretary by the President or Board of Directors.
6. Vice President of Club responsibilities shall include, but not be limited to, the following:
a. Manage all areas of operations for the in-house recreational program.
b. Perform other responsibilities assigned by the Board of Directors or the President.
7. Vice President of Competitive – Boys responsibilities shall include, but not be limited to, the following:
a. Manage all areas of operations for the Blackhawk Program
b. Manage the function and activities of the Boys Director of training.
c. Perform background checks on trainers/volunteer coach managers.
d. Perform other duties assigned by the President.
8. Vice President of Competitive – Girls responsibilities shall include, but not be limited to, the following:
a. Manage all areas of operations for the Blackhawk Program
b. Manage the function and activities of the Girls Director of training.
c. Perform background checks on trainers/volunteer coach managers.
d. Perform other duties assigned by the President.
9. Vice President of Uniforms and Equipment responsibilities shall include, but not be limited to, the following:
a. Investigate uniform and equipment companies to satisfy ASUSCs requirements.
b. Order, inventory and distribute uniforms.
c. Serve as purchasing agent for uniforms, balls, goalie jerseys, tee shirts and apparel.
d. Perform other responsibilities assigned by the Board of Directors or the President.
10. Vice President of Fields shall have full charge of ASUSC fields. Responsibilities shall include, but not be limited to, the following:
a. Keep an inventory of all field equipment such as goals, nets, sheds, etc.
b. Be responsible for any matters concerning said equipment and fields.
c. Manage the lining, setup and cleanup of game day fields.
d. Reserve field usage with the appropriate city, school or other authorities each seasonal year.
e. Perform other responsibilities assigned by the Board of Directors or the President.
11. Vice President of Referees responsibilities shall include, but not be limited to, the following:
a. Shall provide coordination of officiating activities in the ASUSC, to encourage, support, educate, and improve the quality of the officials.
b. Encourage growth of club referees through entry0level classes, recertification classes and a mentoring program.
c. Ensure that all league games are assigned by a qualified USSF licensed assignor.
d. Maintain current data on all referees.
e. Perform other responsibilities assigned by the Board of Directors or the President.
12. Past-President (Member-At-Large) responsibilities shall include, but not be limited to, the following:
a. Serve a one-year term; provide continuity and consulting services for the newly elected President and for any other member of the Board of Directors. This term can be extended at the option of the Board of Directors.
b. Perform other responsibilities assigned by the Board of Directors or the President.
In addition to the responsibilities specified in the previous sections of this bylaw, each officer of ASUSC shall provide an annual report 30 days prior to the annual general meeting of the ASUSC.
